Well, even Gods tend to be archetypal metaphors rather than people - although some Gods are more human than others. Spirits generally seem to be the power of concept - to me anyway.
Now the Norse Gods (the Aesir and Vanir) are really VERY humanlike - seriously, check out the Egyptian Gods for an example of a less humanistic pantheon - and the stories clearly ascribe to them a code of morality.
But spirits in general can be much less anthopomorphised. Hence the confusion.
