My guess is when you kill Lurker, the trash above him doesn't respawn so the water is boiled.

Im pretty sure after Lurker is dead the water is no longer boiled. I learned that with Niffty when she gave me a tour, but I could be wrong.
Edit!:
Yea if you watch his avatar, his Siphon Life is healing him for 200, and he takes no damage in the water.
