Even though epic shut down the master server UT4 is still alive at https://www.ut4ever.org/

Looks like the project is dead...
Epic abandoned it, but it's still possible to install UT4, update it with the unofficial patch, and play on live servers. The unofficial patch was last updated last March (3/15/23) so it looks like it's no longer in active development.
I was able to hop on and try it out recently and it's a solid base to build on. It's a shame that Epic abandoned it.
