you misunderstand master, if everyone was Christian, the laws wouldn't be broken for the man to have a need to be put in jail.

I believe he means that if everyone were Christian, there wouldn't be the laws of society, there would only be the laws of Christianity, and that punishment for those laws do not necessitate jailing and such things.
