the fan was still running on the video card when it froze.
during the freeze i couldn't use Ctrl+Alt+Del to open task manager
so i had to hold in the power button for a few seconds on the tower (aka a manual shut down)
rebooted and tried lowering the graphic settings and same results after a minute or 2 in game.

i then removed the card and used the VGA port via the motherboard to connect the monitor
and i was able to run on low settings all day without any issues.
i'm no pro but i think the power supply might not be putting out enough power for the video card
i only think that because when i do regular web browsing with the video card running i have no issues
it is only during GW2 which is when i think the power is lacking.

however in 3 days my new 650W power supply will arrive and i will try the video card with that
after i put my second stick of RAM in and make sure it recognizes it

i will post the results when my parts come in

Well, let us know how it goes. If I think of anything else I will post it. I would recommend trying everything out without the extra ram. Once you know everything is working right, add the ram in.
 
According to UPS tracking via newegg.com,
my 650W power supply and second stick of 4GB RAM arrived in town at 4:40am
provided i have time they will be installed today and i can rule out the power supply as one of my problems

will post after i install them,run it,shut down and run it with the video card
 
new parts are awesome so far
the higher wattage power supply and extra RAM are helping me to run on high settings without any graphical issues.

i am still getting the shutoff on first boot.
i think it may be the hard drive (which came used in the tower i bought just for the case)

i plan on replacing the rest of the used parts;
hard drive going to maybe a 1TB sata 7200rpm 3.0gb/s (motherboard compatible)
DVD-RW drive probably use a sata type one for better performance

and going to a full version 64-bit Operating system
