Slow Upload Speed

I've had trouble with slow upload speeds that began last weekend. I've been trying to upload pics to my Photobucket account to no avail in addition to sending attachments via email. I've tried uploading on Firefox, Chrome, & IE and get the same results :(

When I run a test on speedtest.net, for upload it steadily says "connecting" but is unable to display a result. My download speed is around 25 mbps.

Please help, I have a picture to show everyone here :)
 
I disabled my firewall program and tried to upload a file but same results. I did use my android tablet to upload a few pictures. That worked but it was slow. So unsure what's going on.
