Question - Leg Enchant

I have several low level characters that I want to have fun with but I do not wish to level them... so I decided to make one of them, my rogue Odeo, into a twink of some sort.

Last night I was in AB and I found this rogue named Thefty... really wish I didn't. He was nasty! He just about one shot me and I noticed he had very high HP (close to 2k).

Today I looked on the Armory and I noticed his legs have an enchant on them for +40 stamina and +12 agility. How did he do that? I want it for Odeo!

I want to get Odeo some of the badge stuff and the shoulders from WG, along with that crazy leg enchant.

Do you all have any idea of how he got that leg enchant on his armor? My guess is that another character put the leg armor on and gave it to Thefty, but I am unsure if it still works. I dunno, I'm a noob!

Ozirys, I am going to be making a twink 19 rogue - what level is yours? I looked up some of the best twinks in the armory and got together a gear list of what I think I would need. Some of them drop in instances though, so I would need to start running some of these now (I'm 15, toon name is Avelade) in order to not level too far by going for BoP items that would be best in slot for a 19 twink. Let me know if you'd be interested in swapping run throughs for our twinks. Most of my stuff drops in WC though :(
 
You can get leg enchants put on any piece of BoE legs you might find, but there is a lvl req for the leg enchant to actually work. So i guess it depends on what lvl you want your twink to be im pretty sure in the 39 bracket, the leg enchants work...Also putting leg enchants on may cause it to become bop so i would check before putting it on some nice twink pants you may have.
 
Some quest rewards have no level requirement. I've enchanted quest rewards that level 19's have gotten with level 60 requirement enchants.
 
Odeo is level 28, I've had him for a while.

Avest what do you mean by some quest rewards - the gear (like helm or shoulders, or an enchant reward... I can't think of any but I dunno if they exist or not).

Right now Odeo is wearing Leggings of the Fang from WC.
 
I have a level 19 twink by the name of Arloyn on Shadow Council. However I got hacked and lost some items. But I still have most of the twink stuff if you want to look at it.
 
Oh and you gotta get the + stamina drink for your twink. It stacks on top of fortitude. You have to go to CoT Durnholde and go to the southshore that's there. One of the beverages in the inn gives you the buff. That's how I had over 1k hp on my 19 twink
 
That leg enchant is called Nethercleft Leg Armor. I had it on my level 19 twink rogue on Cenarius, but now it has no effect on toons lower than level 60. At least it's not supposed to. It doesn't do anything for my twink when I equip it, but his must be bugged or something.

Flamethrower, you may need to restart your toon and start running instances at level 10, some of them can be a real pain to get.

If any of you need to know what gear to get, armory Ambulo, that's my 19 twink rogue... some of his gear got nerfed, but most of it is still BiS for level 19. I think the only thing I need to change is his shoulders to the BoA WG leather shoulders, and Shadowfang.

leg enchants after a patch were made for only levle 50+ plus toon(outlands ones anyway) and it became nul and void on all twink that had it on there pants. it was suppost to make it easier to twink or something
 
Nah, it was made to nerf twinks so they weren't quite as OP compared to normal as they were before. I wish they would have left it the same, it made twink vs. twink more fun, and you could really tell who the good twinks were from the lower end ones.
