You know that that has nothing to your ability to hit, right? Evades only occur on attacks lauched after the mob has deaggroed on you and is reseting back to its initial location. The frog that you encountered was experiencing a common bug where the mob in question isn't reseting properly, making it evade everything and also not aggroing on any nearby targets.
 
You can check this out in person take a mob that doesnt hit you hard, use your lowest lvl of gouge. Gouge and run in a straight line, gouge again when the cooldown is up, and keep running in the straight line, keep doing this for a while (20-30 gouges) then vanish and the mob shall be in an evading state. This process of keeping the mob in an agro state over a long distance is called kiting.
