The reason for the anti-procc thingy is that cat druids (even with weapon speed normalization) will typically see proccs about 2x as often as they should... it's cuz apparently we have way too many instant attacks and apparently can also procc off of bleed effect tics. Not good from a balancing standpoint.
The reason why druids don't get weapon proccs in the first place is actually a bug caused by something that you don't really see because it was purposely eliminated from the druid tooltips:

I.e. all feral forms but moonkin are permanently disarmed. A side effect of that is no proccs.
When it comes to consumables, I worry about this "certain" clause. Will we not be able to use some of the potions that Warrior, Pallies, and Rogues can? Or does this simply mean that they have to put in code to prevent Bears and Cats from swigging Mana Potions? IMHO bears and cats should never be able to bandage.... that's just pushing it too far.
