Paging any Networking guru

I have a home network with 3 to 4 computers that are all connected to an HP Router and share DSL.

My Problem:
Whenver someone downloads anything, no matter what speed they are downloaing at, other users' connections gets really slow...especially when playing games.

My Question:
Is there any way I can setup my network where I can limit the amount of bandwidth to each computer on the network.

I have looked at bandwidth limiter programs, such as net limiter but I don't want a solution that requires me to install or modify client PCs...Just wanna have a central control from my computer or network settings...

I use a Linksys WRT54G with free custom firmware available from Sveasoft, it costs about $49 now I think, and the custom firmware has quality of service (bandwidth throttling). I believe it allows you to do upstream and downstream prioritizing separately.
