how risky is it to over volt a CPU to overclock it, or whats the best way for a noob to over clock?

There are some simple guides on the internet to overclocking. The MaximumPC website is an invaluable resource for computer do-it-yourselfers, and generally where I get a lot of my info and app recommendations.

overclocking requires good fans and heatsinks. the stock fan will do a little bit but not much. You'll need to learn your bios for sure and how to reset it when oc fails. It's best to have another pc handy or access to the web while oc'ing. With OC you may pay the price if choosing the wrong voltage settings. After finding your max voltage, that your bios will post, drop it down a little to let it stabilize your pc.
OC'ing will void your cpu warranty too. :)

PS.... some bios settings have like a turbo mode to bump up your cpu multiplier without damaging your system. it's like a 4% or 10% oc bump.
