And if so, what level do the instance groups start?

Well, i'd be interested to know when the dungeon instances start even if there is no group finder or something like it.
 
no group finder, but dungeons start at 30 (story mode) and then a new one every 10 levels with 3 at 80. +5 levels for the explorable mode (obviously not for the level 80 ones :p)
 
The grouping system is a bit ... unwieldy at the moment too. We tried doing a run of Ascalon Catacombs story mode last night, but couldn't enter the dungeon together.
