They're portals to some of the underground dungeons. The Asura are brilliant engineers similar to goblins in warcraft lore. The dungeons which are subterranean caverns and such have been closed off for a long time, and this is how the Asuran's have engineered their way in. I read this from a post from either Gaile Gray(Community representative) or Alex Weeks(Employee of anet, possibly community relations as well, i cant remember) on one of the fan forums.

GW:EN is going to be off-tha-heezy!! I'm so looking forward to challenging content for my chars. I love developing new pve & farming builds. I'm also looking forward to the way that GW:EN skills will affect the HA metagame.

and what is this "fedex"?
it's obviously not FedEx (Federal Express)

doing a particular mission where you are given an item to take to somebody else in short, fedex.
