i changed "cleanse" to "remove." No, paladins cannot cleanse a magic effect off an enemy.
There are a number of ways I've seen priests knock off my judgments, though.
One, is to fear me away and wait for the judgment to expire (since without talents, the duration is only 10 seconds unless the paladin is consistently swinging at the priest). Another is to cast power word: shield, and I think they can also cast a spell that removes a magic debuff on a friendly target. The purge-like ability is undeniably there, though.
