one thing to add, it looks like you need to get water from the max distance away too, so try standing 5 blocks away when you get water or lava into a bucket and when you pour it out stand 5 blocks away too. Confirmed this is working for me.

Gator, I just had a breakthrough! it may help, may not. When I stand 5m (5 blocks) away and place water, the water stays (same with lava). So if you stand at the maximum distance you can stand to pour water on a block, it works. how crazy is that?!?
