If max temps were 54 C, thats well within limits. I run my 560ti at 70-80 max load with no problems. It is possible it may just be a bad card......evga is good with their product support though...might want to contact them.

Yes, application controlled...meaning you have to check the setting in WoW. I would try lowering the anti-aliasing and see if that makes a difference. Your temps are well within threshold. Most of the time, artifacting like that is caused from damage to the hardware, although sometimes...

Also what temp does the GPU run at?

Drivers up to date? Have you tried lowering video settings? Chipset compatibility? What is your Anti-Aliasing set at?
