Agreed. Even if you've played dota before dota 2 is not a particularly friendly group. In other words, I you have the lowest score you will be harassed. I have yet to see an exception.

I don't know about Skyrim but with two worlds you could create weapons and armor with stats of your choosing with the console. (`) So i would imagine that if you were going to do something like that you wouldn't be looking a section of your .ini. I'd ask around on the on the Nexus Forums...

According to reddit it copies a 'jumbly named file' directly onto your C: drive. Frankly, it's probably harmless but the idea of a keylogger (malicious or not) makes me queasy.

UPDATE if you want this game and you have a choice between console and PC get the console version. The PC version is no fun because games for windows ruins everything. oh, and once you've spent 20+ minutes setting up 2 different accounts with WB you find out that noone is playing this game.
