Fixed Engineers being able to build level 3 mini-sentries using The Wrangler for real this time

I suspect Valve's updates subscribe to a two steps forward one step back philosophy. At least they have a sense of humor about these things .

Well, you were warned that you shouldn't let that shady medic perform in-game surgery on you. Look on the bright side, though. Now instead of your head getting hit at 8:37:01 the lag causes it to sometimes hit at 8:37:04. So sometimes you get a whole 3 seconds longer to live!
