The politics of Canada are built within the framework of a Constitutional Monarchy and a Parliamentary Government. The head of state is the Queen (or King) of England, represented by the Governor General of Canada. We have no say in our head of State, we only can vote for the people willing to represent our interestest in Parliament, not the Senate or head of State, which are all appointed. We can also not vote for people unwilling to represent us in the House of Common simply because if they were willing to have a seat in the Common, they would run for their constituancy. There are many independants who do run but you can not vote for somebody not on the ballot. If you want to vote for your friend Joe Blow, then you have to convince Joe Blow to run for the seat that respresents your constituency.
Not being able to put in Joe Blows name does not constitute a lack of free will. Actually quite the opposite, it supports the free will of those who do not wish to run for office not to be voted in to a positition they did not want.
