It's probably to late for Valve to make one (if they have not already) but here is my suggestion for a Christmas themed map akin to what Harvest event was. I've deliberately kept it somewhat easy to make by making it a re-skinned map like Harvest. Make your own suggestions here if you like.
1. Re-skin Badwater with snow textures, a starry night sky and add Christmas themes (trees, Christmas lights, etc). I'd call it Badfrost.
2. Change the cart for a custom model of a Santa styled sleigh. It would contain a gift wrapped bomb (which you could tell what it was by the shape) with a "To: Red" tag on it.
3. Change some of the weapon projectile models into snowballs. This should work for rockets and grenades. The Pyro's flamethrower could be visually changed into a snow-blower which would be blue and freeze you to death rather than burning you. All weapons would work the same just look different.
4. Change HP models to candy canes and weapon boxes to gift packages.
5. Add some custom event only hat drops like in the Harvest event. I've come up with these hats so far...
Soldier = Nutty Nutcracker = A nutcracker type hat with square lower jaw attachment. It should be low on his head to hide his eyes.
Heavy = Jolly Fat Man = A Santa beard and hat.
Pyro = Covert Reindeer = A red reindeer nose with antlers. I'd like it if every time your flames killed someone your nose would light up with the accompanying Rudolph nose noise
. At first I thought the spy should get this one, hence the name, but I thought of a better one for him. It works for the Pyro though it should probably be renamed something else.
Sniper = Holly Headshot'er = Some Holiday camouflage for the sniper with bunches of holly all over his head or you could do something similar with a small Christmas tree and ornaments on his head. Deadly and decorative.
Scout = Annoying Elf = A Christmas Elf styled hat with a bell on it along with pointed ears. Pointed elf shoes with bells would be nice too but probably not made easily.
Spy = The Grinch = Grrr that Grinch is sappin' mah Christmas.
Demo = Fortified Frosty = A Snowman's Head but with only one piece of coal for an eye.
Medic = Little Dickens = A scrooge styled hairstyle and hat. Probably my weakest suggestion but I haven't thought of a better one as yet.
Engineer = Gingerneer = A Gingerbread man head but while wearing it everything you build is reskinned to look like Gingerbread.

Note: So you know why I didn't mention it I don't think Valve would go for Jesus oriented suggestions and it would seem inappropriate to go past a star on a tree in a game like TF2. Basically a Nativity scene in TF2 doesn't seem right when splattered with gibs >.<.
