Armor and runes question

I guess I could try this out instead of asking, but maybe others have the same question.

Once you put a rune on a piece of armor, is that it? Can you put a major rune over a piece with a minor on it to upgrade it? Or do you have to buy new armor to apply a major or sup?

You can override a minor rune with a major or superior rune.

Yes. However, there is only a chance that the rune will actually be given back to you. You have to use an expert salvage kit on the piece of armor or item. Most of the time you will receive one of the runes or upgrades. Sometimes, though, you'll only get crafting materials.
