Healers should primarily cleanse their assigned targets whether you're going to be tank healing or raid healing when appropriate to do so. I actually ran a whole slew of addons back in the day and none of them caused my account to get hacked and I had no authenticator. The one time I did get hacked was from my own stupidity on the internets.

I think you weigh the resto druid mastery lower than I would expect. I don't know any of the things by their numbers or whatnot, but in theory it sounds like mastery works the way that the old nourish glyph did where it had gained additional healing bonus per hot on the target beyond the first...
