Beloved, you have to extract the file, and then take out the files form the folder ( Pldecal.wad, tempdecal.wad, decal.wad) and put those files into your cstrike folder, sorry for not clarifying. If it still doesnt work, i'll put up annother link. Just tried and it works fine for me.

Yeah I know how the transparent thing works but only with my good old PaintSHopPro 7. In paint i'm not sure how to edit the colours for pure blue or whatever. ETA :: Just figured it out, nvm me. I'll make your spray tonight there, d00der.
