My PC used to power on when the phone rang. Turns out that the modem was somehow triggering the WOL (Wake-on-LAN) settings. I'd never heard of that happening before, so it's likely not what's causing your PC to automatically power on, but I thought I'd throw that out there.

I'll second that. First thing I did with my Dell Inspiron was wipe the hard drive and re-install Windows. Then I started installing only the software I use. I didn't make a backup image, but I might do it next time I wipe and reload the OS on my notebook.
