I've been playing LoL for months, only purchased a few champions (Ashe, Morgana, LeBlanc, Ryze, and...I don't remember the others), none of which cost 6300 IP, and I only have about 14,000 IP. I can buy Brand (one) and one other 6300 IP champ (two) and one 1350 IP champ (three), then I'm almost "broke." Sure, I could buy "cheaper" champs, but I find nearly all of the champs I have the slightest interest in unlocking are 6300 IP.
