css: blew out server and reinstalled, and put up some of the custom map list, some were bad with missing textures even after writing .res files for them.

in a few days, I will be uploading about 350MB/s of more custom maps at random and we can weed them out of good/bad non/keepers.

CSS: fixed de_rats (with materials downloading to client) had to write a .res file. tested and it works, no more purple/black checked missing textures

added bestbuy-mds with fixed .res file

planning on uploading mcdonalds, outback and cs_wallmart_beta after i fix res files and see if they also work
