Here is the link to the downloads page of EndLagNow.org. They have a little application that will help to determine where your lags are.... You run it in the background and then check it periodically to see what's lagging you out.
You'll need to have .Net 1.1 framework installed; links to MS's site for the install is at the bottom of the linked page above.
The install application will require you to install winpcap. It appears to be a windows-type utility that captures specific data transmission packets.
