When are new games posted to the PlayStation Store?

I ask because I'm ready to buy Money Idol Exchanger but it wasn't yet available when I checked the PlayStation Store earlier today.

I know new releases come out on the US PS Store on Tuesdays, but at what time on Tuesdays?
