Its all over the forums. If you haven't seem them yet, you can find the full list posted here:

Some people are saying, "these notes must be fake" - much to the tune of "ArenaNet wouldn't nerf my profession like that." Some people, however, argue that these notes must be true since they include fixes for items many people didn't even realize were an issue. And some argue that these are only draft notes and the final changes are still being tested which may or may not look like this list. In any case, the ENTIRE GW2 community is vibrantly discussing the pros and cons of such changes.
(maybe this was deliberately "leaked" so ArenaNet could gauge the reaction and catch any unseen flaws before going to the actual update).
